Proposed changes to the prescribing of gluten-free bread, rolls and flour mix
The NENCICB is proposing a change to the prescribing of gluten-free (GF) bread, rolls and flour mix across the North East and North Cumbria. The North East and North Cumbria ICB is considering stopping routine NHS prescriptions for these items and has launched six-weeks of public involvement to gather views.
As a key point of contact for many patients receiving gluten-free prescriptions, your support in raising awareness of this proposal is essential.
Why is this change being considered?
- Gluten-free products are now widely available in supermarkets and online.
- NHS England guidance allows local areas to review and change their gluten-free prescribing policies.
- Many ICBs across England have already made similar changes to reduce variation and cost.
- It is estimated that 90% of people with coeliac disease already self-manage their diets without NHS prescriptions.
- The NHS pays considerably more for these items than the average retail price – up to five times more in some cases.
This proposal is intended to bring the region in line with national policy, reduce health inequalities and help ensure NHS resources are used effectively.
What is being asked of you?
The ICB is asking for your help in signposting patients who currently receive gluten-free items on prescription to complete a short online survey. This includes patients with coeliac disease and dermatitis herpetiformis. No decisions have been made yet. Their views are vital to informing any future decision.

- A printable insert to give out with gluten-free prescriptions
- A printable poster for display in your pharmacy
- Social media content and suggested wording
- TV screen slide

The survey will run until Monday 25 August 2025. Paper copies can be provided on request and phone support is available for those who need help completing it.
